California Gov. He approved a bill Wednesday that would ban people from carrying concealed handguns in churches, libraries, zoos, theaters, playgrounds, banks and other private businesses that are open to the public. The law does not apply if a business owner posts a sign saying that concealed handguns are allowed.

Sen. Anthony Portantino, who authored the bill, said it’s a “legal challenge that I think is helpful in law enforcement.”

“This is not window dressing. This is putting a strong case on the governor’s desk to deal with the upcoming legislative crisis,” Portantino said.

It would also prohibit anyone under the age of 21 from having a concealed carry permit and would require all permit holders to undergo extensive training, including how to store and carry a firearm.

California and half of the other states previously had laws that required people to provide a reason if they wanted to carry a concealed handgun in public — such as citing a threat to public safety.

But a U.S. Supreme Court ruling last year struck down those laws, making it easier for citizens in these states to obtain a permit to carry a concealed weapon.

California Democrats tried to pass the new law last year — and would have succeeded, had it not been for the error of requiring a two-thirds vote in the Legislature for the bill to take effect immediately. Democrats couldn’t get enough support, and the bill died.

“That’s not going to happen this year,” Newsom said. “I will sign this order.”
